Vladimir Makarov (Russian: Влади́мир Мака́ров) is a character seen and killed in Operation Cold Shoulder. He was the commander of the Ultranationalist Siberian forces in Russia and their oil rig holdings.


In the early days of the Russian Civil War, Vladimir Makarov was noticed by Imran Zakhaev, then leader of the Ultranationalist rebel forces. It is said by many captured Ultranationalist officers that Makarov was "kept in check" by Imran, though there is no confirmation of this. Makarov was eventually promoted to commander of the Ultranationalist Siberian forces and conducted an assault on the Zakheav International Airport, killing PFC. Joseph Allen in the process.


As Makarov neared the base that the 589 had captured in Operation: Cold Shoulder, he noticed a distinct lack of guards and cautiously approached, possibly knowing the 589 was present. After entering the building, he was quickly shot by Boss and interrogated by Ghost and Ace, only to be killed after Ace picked up his cell phone and heard Imran Zakhaev trying to get in contact with Makarov.
